Angkutan Barang Logistik Dilarang Beroperasi H 5 hingga H 3 Idul Fitri 2016

Dinas Perhubungan, Komunikasi, dan Informatika Kabupaten Karawang, Jawa Barat, menegaskan angkutan barang dilarang beroperasi mulai H-5 hingga H+3 Lebaran 2016.  Kepala Dinas Perhubungan, Komunikasi, dan Informatika (Dishubkominfo) Karawang Aip S Chalil di Karawang, Selasa, mengatakan larangan operasi angkutan barang mulai H-5 Lebaran itu tertuang dalam Surat Edaran Menteri Perhubungan.

Ia mengatakan surat edaran itu adalah Surat Edaran Menhub Nomor 22 Tahun 2016 tentang Pengaturan Lalu Lintas Larangan Pengoperasian Angkutan Barang dan Penutupan Timbang pada Angkutan Lebaran.

"Semua larangan ini untuk pengoperasian angkutan barang berlaku pada semua ruas jalan nasional," katanya.

Ia mengatakan sesuai dengan surat edaran itu, maka seluruh angkutan barang dilarang beroperasi mulai H-5 Lebaran atau mulai 1 Juli 2016 dan berakhir pada 10 Juli 2016 atau H+3 Lebaran.

"Pelarangan operasi angkutan barang itu dilakukan untuk menghindari kemacetan selama mudik Lebaran," kata dia.

Untuk jenis angkutan barang yang dilarang beroperasi adalah seluruh kendaraan pengangkut bahan bangunan, truk tempelan, truk gandengan, kendaraan kontainer dan kendaraan pengangkut barang dengan sumbu lebih dari dua.

Larangan itu sendiri tidak berlaku untuk angkutan bahan bakar minyak (BBM), pupuk, bahan pokok, bahan bakar gas, barang kiriman pos, susu murni, dan air minum.

Kementerian Perhubungan meminta para pengusaha angkutan barang untuk mengantisipasi larangan operasional yang pemerintah keluarkan selama masa angkutan lebaran tahun ini pada H-5 s/d H+3.

Direktur Jenderal Perhubungan Darat Kementerian Perhubungan Pudji Hartanto Iskandar menuturkan, surat edaran menteri perhubungan mengenai larangan pengoperasian kendaraan angkutan barang merupakan hasil rapat kordinasi yang lebih mementingkan masyarakat umum yang akan melakukan perjalanan mudik.

“Dalam setiap tahun ada kebijakan tentang larangan operasional harusnya sudah juga sama-sama antisipasi,” kata Pudji, Kamis (9/6/2016) malam.

Dia menambahkan sebenarnya pemerintah tidak melarang semua angkutan barang untuk beroperasi pada periode tersebut. Dia menuturkan angkutan barang dapat beroperasi pada H-5 sampai dengan H+3.

Hanya saja, dia mengingatkan kendaraan angkutan barang yang dapat beroperasi pada periode itu adalah kendaraan yang memiliki sumbu kurang dari 2.

“Coba berpikir sesekali tidak melulu seorang pengusaha angkutan barang. Berpikir lebih komprehensif, seandainya saya jadi pelaku mudik,” katanya.

Sementara itu, Direktur Angkutan dan Multimoda Ditjen Perhubungan Darat Kementerian Perhubungan Cucu Mulyana mengingatkan, apabila kendaraan angkutan barang beroperasi dan menimbulkan kemacetan, semua pihak akan mengalami kerugian.

Dia menuturkan, baik masyarakat yang melakukan perjalanan mudik atau pun pengusaha angkutan barang harus mengeluarkan biaya yang lebih besar apabila terjadi kemacetan. Menurutnya, pemerintah mengeluarkan SE dari jauh-jauh hari agar para pelaku usaha bisa mengantisipasinya.

Wakil Ketua Bidang Distribusi dan Logistik Asosiasi Pengusaha Truk Indonesia (Aptrindo) Kyatmaja Lookman menyayangkan keputusan pemerintah untuk melarang truk beroperasi selama 10 hari pada masa angkutan lebaran kali ini.

Lamanya waktu pelarangan tersebut, dia menuturkan, sama dengan pelarangan operasi angkutan barang yang terjadi pada masa angkutan lebaran tahun lalu.

“Merupakan sebuah kemunduran karena urat nadi perekonomian ditutup selama itu. Pemerintah khsusnya kemenhub seyogyanya tahu larangan truk dan akibat-akibat yang ditimbulkannya,” ujar Kyatmaja, Jumat, (10/6).

Selain itu, dia menambahkan, para pengusaha berharap Kementerian Perhubungan melakukan sosialisasi ke aparat penegak hukum mengenai truk-truk apa saja yang boleh melintas pada periode tersebut.

Truk Angkutan Barang Dilarang Beroperasi Mulai 1 Juli  

Menjelang musim mudik Lebaran 2016, pemerintah memutuskan untuk mulai melarang truk angkutan barang untuk beroperasi. Peraturan ini mulai berlaku 1 Juli 2016 (H-5) pukul 00.00 WIB hingga 10 Juli 2016 (H+3) pukul 24.00 WIB.

"Ini dilakukan dalam rangka peningkatan pelayanan dan kelancaran arus lalu lintas serta peningkatan keselamatan pengguna jalan pada masa angkutan Lebaran," kata Kepala Subdirektorat Pembinaan dan Penegakan Hukum Direktorat Lalu Lintas Polda Metro Jaya Ajun Komisaris Besar Budiyanto, Senin, 27 Juni 2016.

Aturan ini, kata Budi, sesuai dengan Surat Edaran Menteri Perhubungan Nomor 22 Tahun 2016 per 8 Juni 2016. Pengurangan truk pembawa barang, dinilai efektif untuk mengurangi kemacetan saat arus mudik dan arus balik. "Yang jelas, akan signifikan mengurangi macet," kata Budiyanto.

Larangan ini meliputi kendaraan pengangkut bahan bangunan, truk gandeng, serta kendaraan kontainer dan kendaraan pengangkut barang dengan sumbu lebih dari dua. Khusus untuk pengangkutan air minum dalam kemasan, kata Budiyanto, dilakukan pada waktu sebelum pelaksanaan waktu pelarangan.

Jika benar-benar dibutuhkan, pengantaran tetap bisa dilakukan dengan menggunakan kendaraan angkutan barang bersumbu lebih dari dua.

Yang mendapat pengecualian, kata Budi, adalah truk pengangkut bahan bakar, bahan pokok, susu murni, pupuk, truk pengantar pos, dan pengantar barang ekspor-impor, serta truk pengangkut sepeda motor gratis bagi pemudik. "Pengangkutan bahan pokok yang tidak tahan lama dan cepat rusak yang melalui moda darat diberikan prioritas," kata Budiyanto.

Mulai 1 Juli Truk Barang Dilarang Melintasi Jalur Pantura

Kemenhub Atur Pengoperasian Angkutan Barang di Jalur Mudik

 Kendaraan angkutan barang dilarang beroperasi mulai 1 Juli (H-5) pukul 00.00 WIB sampai dengan 10 Juli (H+3) pukul 24.00 WIB. Larangan tersebut berlaku pada jalan-jalan nasional (tol dan non tol) dan jalur wisata yang berada di 14 provinsi.

Ke-14 provinsi tersebut yakni Sumatra Utara, Sumatra Selatan, Lampung, Banten, DKI Jakarta, Jawa Barat, Jawa Tengah, DI Yogyakarta, Jawa Timur, Bali, NTB, Kalimantan Selatan, Kalimantan Timur, dan Sulawesi Selatan. 

Larangan tersebut sesuai dengan Surat Edaran Menteri Perhubungan Ignasius Jonan No. 22 Tahun 2016 tentang Pengaturan Lalu Lintas, Larangan Pengoperasian Kendaraan Angkutan Barang, dan Penutupan Jembatan Timbang pada masa Angkutan Lebaran Tahun 2016/1437 Hijriyah. Surat edaran tersebut telah dikeluarkan pada Rabu (8/6). 

"Surat edaran ini diterbitkan dalam rangka meningkatkan keselamatan, keamanan dan pelayanan bagi pengguna jalan, serta mendukung kelancaran arus lalu lintas pada masa angkutan lebaran tahun 2016, sesuai dengan fokus kerja Kemenhub," ujar Kepala Biro Komunikasi dan Informasi Publik Kemenhub Hemi Pamuraharjo, Kamis (9/6).

Jenis angkutan barang yang dilarang beroperasi yaitu kendaraan pengangut bahan bangunan, truk tempelan, truk gandengan, kendaraan kontainer, dan kendaraan pengangkut barang dengan sumbu lebih dari dua.

Larangan tersebut dikecualikan bagi kendaraan angkutan barang yang mengangkut bahan bakar minyak, hewan ternak, bahan pokok, pupuk, susu murni, barang antaran pos, barang ekspor impor dari dan ke pelabuhan ekspor impor, dan motor untuk angkutan mudik gratis.

Hemi mengatakan untuk angkutan barang yang mengangkut air minum kemasan dapat melakukan pengangkutan sebelum masa pelarangan. Atau dapat tetap beroperasi pada masa tersebut dengan syarat menggunakan angkutan barang yang tidak lebih dari dua sumbu. Surat edaran tersebut mengatur pula penutupan jembatan timbang untuk beralih fungsi menjadi tempat istirahat bagi para pengguna jalan. 

"Penutupan jembatan timbang mulai berlaku pada 29 Juni (H-7) pukul 00.00 WIB, sampai dengan 14 Juli (H+7) pukul 24.00 WIB," ujar Hemi.

Selain larangan operasional angkutan barang dan penutupan jembatan timbang, diatur pula mengenai pengaturan lalu lintas untuk kelancaran arus lalu lintas pada masa angkutan lebaran. Pengaturan dilakukan melalui manajemen dan rekayasa lalu lintas meliputi pengendalian lalu lintas pada persimpangan, pengendalian lalu lintas pada ruas jalan, dan pemasangan rambu lalu lintas, alat pemberi isyarat lalu lintas, serta alat pengendali dan pengaman pengguna jalan sementara.

Pelaksanaan manajemen dan rekayasa lalu lintas dilakukan oleh, Kementerian Perhubungan, Kepolisian, Kementerian Pekerjaan Umum dan Perumahan Rakyat, dan dinas yang bertanggung jawab di bidang sarana dan prasarana lalu lintas angkutan jalan provinsi, kabupaten atau kota.

"Jika ada pelanggaran terhadap larangan dan perintah tersebut, akan dikenakan sanksi sesuai ketentuan perundangan yang berlaku," kata Hemi.

Feedly vs Inoreader Part 3 Shots Fired Reddit and Websta RSS feed issues

Note 1: As I continue to agonize over whether to commit to Feedly or Inoreader as my RSS reader of choice, I look for areas in which one objectively excels over the other. This is now a very short Part 3 of that agonizing. See Part 1, Part 2, Part 4, and Part 5 if youre interested.

Case Study: r/southkorea

As I highlighted before, Feedly sometimes has issues with parsing smaller / less active RSS feeds, and this seems especially true for Reddit feeds.

Now, for the very active r/korea subreddit, Feedly has no problem. All those posts load fine. But the other day I noticed that I was seeing things in Inoreader that werent showing up in Feedly, and realized that the issue was the r/southkorea subreddit. Granted, this particular subreddit is not exactly the highlight of the site, as you can see. But that shouldnt matter. Feeds should be treated neutrally, even those with few or even one subscriber. (I wouldnt even mind it getting scrapped once per week, so long as it happens!) To me, this is one of the key philosophies of the open web, and of RSS in general. I dont want to wonder if Ill see the posts or not. If a post is made, I, as a subscriber, want to see it.

But you dont have to take my word for it. Heres r/southkoreas RSS feed as displayed in Firefox. All the following screenshots were taken in immediate succession. Notice that the most recent posting here was on 2015-03-05.

Now lets check and see what shows up in Inoreader. Everything seems to check out. Here too, the March 5th post is the most recent.

Theres one interesting thing to notice here, and that is that Inoreader does present a warning message alterting me to problems with the feed. This is a feature I really like about Inoreader. In the subscriptions preferences, you get a clear picture of which feeds are not parsing correctly, and can investigate. Feedly offers no warnings, no method of knowing if a feed is actually updating or not. If you love RSS as much as me, I dont have to tell you the frustration of finding out that a site is updating, but all along, sometimes for months, Feedly hasnt been pulling those posts in, and you never knew. For Feedly to gain my confidence, they dont have to do everything perfect, but they should at least let me know if/when theres a problem.

Now then, lets see how Feedly handles this feed:

Oh boy. Posts from 2014, a year ago. Feedly stopped parsing this feed ages ago it seems, and of course, I was none the wiser. It was only thanks to Inoreader that I discovered this.

Look, Im not trying to bash Feedly (too hard). And believe me, I know how stupid and inconsequential a Reddit feed, especially r/southkorea, can be. But some of you out there may need this service for more important reasons. And even if its just for pleasure, as in my case, if a feed reader is not pulling in the feed posts, whats the point of using it? This is why I refuse to become a Feedly Pro member. (And Im one of those people who does pay for apps and services that excel at what they do.)

I do still use Feedly frequently, for the simple reason that it is beautiful. Seriously, Feedly team, if you ever read this, the Feedly product is beautiful, and a pleasure to use. Your UI blows other readers out of the water. But underneath it all, I need you to be reliable. We can date, but I dont think well marry, not quite yet.

Case Study: Webstas "??" tag

Now hold up a second. You didnt think this entire post was going to be anti-Feedly did you? No sir. Inoreader wont escape the wrath of this post either. 

Websta is an Instagram viewer site that conveniently provides RSS feeds for Instagram users and tags, which is great now that Instagram removed their own (thanks, Zuck). For example, if you love seeing whats going on in/around Seoul, you might use their search results for the "??" tag. And if you want to follow these posts via RSS, you can do so easily here. Lets see what this feed page (http://widget.websta.me/rss/tag/??) looks like:

Ok, everything looking good there. Lets go ahead and open it up in Feedly:

Hmm OK, looking good. Feedlys UI layout here really shines, I think. I want to look at this page and read these articles (or, um, oogle these gorgeous Korean girls?), rather than just click "Mark All As Read" as I sometimes feel tempted to do in Inoreader. Speaking of Inoreader, its never let me down so far, so lets fire it up:

Oh dear... what happened? In my tests, it seems that Inoreader "cannot find feed" when the URL of the feed contains Korean characters. Thats a bit odd to me, as Innologica Ltd, the company behind Inoreader, is based in Bulgaria. Id have assumed they, more than Feedly, would be better equipped to support a variety of language scripts. But what do I know? It just goes to show: nobodys perfect.

UPDATE - 21 March 2015
Inoreader responded, pointing out that, while the direct non-Latin characters are not supported in the URL, feeds with such characters do work if they are first converted to their equivalent percent-encodings, which a web-browser should automatically do but which was not happening for me.
Therefore, this sample feed for Webstas ?? tag at http://widget.websta.me/rss/tag/?? will work if added to Inoreader as http://websta.me/rss/tag/%EC%84%9C%EC%9A%B8

Parting Thoughts: Shots Fired!

This last example shows that reliability is not just a Feedly issue, but the take-home message here should be this: a feed reader should both look beautiful and bring in each post from each of your subscriptions. If it cannot, it should at least have some means of informing you of this. To my mind, Feedly wins in beauty and "mainstream" feed reading... but if thats all you want, then Flipboard is an even better choice. For having custom "off the beaten path" subscriptions and power-user-level tools, Inoreader wins. Ideally, Id like to see Feedly simply (1.) adopt a means of showing users when feeds arent updating properly and (2.) sort out its parsing so that "1." isnt even routinely necessary. In fact, I imagine that if they were to adopt this "1." idea, then I could be aware of issues like subscription changes or sites changing URL or sites simply going down (like my favorite Tumblr blogs have a habit of doing), in which case I could pare down my large number of subscriptions.

I do still use Feedly more than Inoreader, and maybe thats why I want them to get their game together.

After all, theyre not the only feed reader in town, as NewsBlur hilariously reminded me the other day when I did a Google search for Feedly:
